Dependent Clause: In order to appease the people, Prime Minister Stephen Harper has called an election for October 14th.

Independent Clause: Prime Minister Stephen Harper has called an election for October 14th but he would rather go fishing that day.

Seiko: #1--a phrase, but with "two days ago" the indication would be for the simple past in the main clause. #2--good; #3--yes, but "the" Liberals.
Bernie:#1--you have changed the main clause into a dependent clause, and what should be the phrase is an independent clause;-)#s 2 and 3, good grammatically but not factually!
Kellym: Good grammatically--except for a missing comma in #3; but I question the truth of these statements!!
Nadia: #1--yes a clause, but it reads as though the election was called because there was only 5 weeks of campaigning;#2--correction is good; #3--comma missing, and it's better to write "a majority of Canadians ..."

My corrections are following...

1. After 2 1/2 years in office, Prime Minister Stephen Harper has called an election for October 14th.
2. Because he needs a majority government, Prime Minister Stephen Harper has called an election for October 14th.
3. Prime Minister Stephen Harper has called an election for October 14th; the news caught no one by surprise.
