2. Dependent Clause : It is a year since Barack Obama was inaugurated as President of the United States of America and Americans are still waiting for some form of "change they can believe in".

3. Independent Clause : America's economy seems far from any change when it is a year since Barack Obama was inaugurated as President of the United States of America.

UZMA:# 1--this is not a phrase; #2--this is an independent clause not a dependent one.
MAYA: #2--this is an independent clause; #3--you have an added an independent clause, but you have changed the original independent clause into a dependent one.

UZMA: #1--That's better. #2--you have added both an independent and a dependent clause here, and your use of 'curiously' doesn't work well.#3--yes, but the verb tense is wrong--you need the present perfect;-)
